There's many reason why the flag could be flying at half staff,to tribute mainly to victims,the governer  inforces the order to fly the flag at half staff including all state facilities and businesses,even homes,"The White House" and all us goverment buildings.President Obama  ordered American Flags to Half Mast for the victims of the Fort Hood shootings. 

The order is "to tribute to victims of  deadly crisis that swept through this world as it pleased and the countless responders who have saved lives and prevented  injury and death," this is one of the reason you might see the flag flying at half staff lowered from Tuesday morning through dusk thursday, returning to full staff on Good Friday.
is encourage businesses and residents to lower their flags,in rememberance to those who perished ,and saved lives in times of crisis or duty.
